Fortunately this time, somebody gave an 11-20th place vote to one of them and did not give points to the other two, so the tiebreaker actually applies.

I'm toying with an idea for the seedings to compensate for the fact that some albums were in a block of 100 and some were in a block of 200.

If you assume that the average album voted for in a 200 album block would have it's position divided by 2 in a 100 album block, the average album would pick up 3.6 points per vote. Now, take into account some albums were given fewer points, bring that down to 3. So maybe for the purposes of seeding, an album from 1601-3000 should get 3 extra points per vote?
