These are in alphabetical order, I don't know why NPR labeled them as 1-50.
There is also a song associated with each albums. Are those eligible? It seems similar to lists that have the best song from the 500 greatest albums (I think Elvis Costello did something like that).

TV on the Radio | I Was A Lover
Yes, yes, and yes to all three of these. Yes to many of the others too, but these three happen to be my personal favorites on their respective albums and I'm delighted to see them on a list like this. In particular, "I Was a Lover" is one of the greatest opening tracks ever.
a Britney Spears album getting cited on an end-of-decade list? Well, at least it'sa better album than the one that was cited on Entertainment Weekly's 1983-2008 list. Still, though, porobably not deserving to be featured on a list of best albums overall of any decade- but we have these oddities at times.
Same for Kelly Clarkson's Breakways album, though- the single, sure, but it's not like the album was a big critical hit.
I know it's a grey zone, but I think in this case "important" is close to what they considered best, while the Telegraph's "songs that defined" list was far from a best of list.
