On the page with the selection of 100 albums, they say that "We’ve narrowed it down to best, now we need to rank the top 10, and you can help. Leave your top 10s in the comments field at the bottom of this list. We’ll reveal the ranked list on Jan. 13."
But then on the top 10 page, they say "After some discussion and much input from the rest of our contributing staff, we have narrowed down the top 10 selections of our 100 Best Albums of the Decade." and a bit further down "Some comments from our readers", so after all it seems to me as if their readers did not contribute to the top 10, Creative Loafing just welcomed some comments and discussions.
Hence, I think both lists are eligible, and the full top 100 should be included from Creative Loafing (value 55.5).

The updated spreadsheet won't be posted until later, but here's a rather amazing teaser: with its top-ten rankings on both of these lists, DECORATION DAY by the Drive-by Truckers has vaulted from just outside the EOD top 500 to well within the top 200.
