Are we supposed to only consider the artist's output from that decade? So for example are we allowed to consider Remain In Light for Talking Heads, despite the fact that it came out in 1980?

It is for the overall work of the artists, They are just grouped into regions based off the decade they debuted in.

#15 Pere Ubu
Pere Ubu has two albums in my all time top 50. It'd be so awesome if they pulled off this upset. But even if they swept the AM votes they'd probably lose.
Since you like Can, The Velvet Underground, and new wave music, you should definitely try Pere Ubu's album The Modern Dance. I think you might really enjoy it.
#1 Talking Heads
#8 Thin Lizzy - Tough call here.
#5 Earth, Wind & Fire
#4 Van Halen
#14 Roxy Music - Only because of "Virginia Plain"
#6 Wire
#10 The Specials - Tough call on this one too.
