What's with the white stripes down the sides of the mudguards?

Appears to be on both front and rear.

To aid being seen during blackout conditions. Cars, Buses, Trucks all used to do it. Ron

I've seen the ends of mudguards on vehicles pained with white before, but the extent that that this stripe covers is a new one on me.
