Front Mud Guard Stay 1944 M20

I’ve been working to understand why my front mud guard isn’t flush with the top of my front stay. I was educated that I might be missing the spacer that was added when the forks were lengthened in 1941. I thought spacer was missing so I ordered one from Stuart Bray. Looks like it is still there. I wonder if the stay is incorrect. I will try to attach pictures showing what I’m trying to explain once I figure out how.
