Lucky bastard. That is a 1936 BSA Empire Star either 350 or 500cc. Looking at the cylinder size I would guess a 350cc. Still BSA guaranteed a top speed of 75 MPH for a 350cc. it has an alloy primary chain case.
...and a dry sump. The oil reservoir is part of the crankcase in front of the engine. Oil in the sump is lifted by the flywheels and dumped into the oil reservoir.
Registration is a September 1935 Brighton (Sussex) series. The background may well be along the south coast. Clearly a wartime photo as the mudguard tip is painted and it is fitted with a blackout mask but I don't think that there is anything military about the bike.
I'm not sure about his uniform either...Fire Brigade ? RN ?
