he's had a quote on a 2014 Honda 125 which is capable of 70 mph and the price quoted was only £360 ?? and as my 17 year old said WTF

Have you tried 'Cherished Vehicle Insurance'? I've no knowledge if they do insurance for younger riders, just know this old man got a good deal from them. For anyone's interest, if you are a registered forum member on HMVF you do get a discount.
