M21 front mudguard stay

I've had to fabricate a front mudguard (centre) stay for my '58 M21 as the original was missing. This is the one that is parallel to the forks and is made of 1" steel strap.
Before I drill the holes to attach the stay to the forks, can someone please tell me whether the stay should go on the inside of the fork lugs or the outside? I've scoured the net for a decent res picture but have been unable to find one.
