rear axle pivot bolt

Hello forum members, I am in the process of building a spare wheel for my BSA M20 project bike.

I put in a new rear wheel axle pivot bolt as it didn't have one. The bolt is 3.5 inches long but I can't seem to get the brake callipers to fit flush on the brake hub once I put it together, it sits 1/2 an inch above.

Can anyone tell me if there are any tricks to getting this set up right so that it sits flush or can anyone confirm if the bolt is actually the right one for what I am doing?

Sorry if this all sounds a bit vague, but I am a novice and this is the first bike I've started restoring. Any help would be muchly appreciated.

Shaun I've read your post three times and can't work out what you are asking. We're all willing to help if we can. Maybe you can identify the parts your refer to on this drawing. The rear wheel spindle is made up of two hollow tubes that have to be fitted with the drum removed, and a long bolt that also acts as chain adjuster. Ron.
