Most people use a piece of rubber fuel/oil line as an outer sleeve.

To do it neatly:

You have to find someone who makes up speedo cables and give them the piece of hose to assemble before ends and nuts are assembled.

If you have some skills, workshop equipment and like a challenge, it is possible to dismantle one end of a ready made cable and do it yourself.

Or, you can split the hose and carefully glue it back together after yo get it on the cable.
