The staff is doing reviews for french and international albums, essentially rock and chanson/rock, and they are selecting a best of for each year. The lists are seemingly changing permanently as albums are issued and as they do reviews of older albums, that's why they have an "under construction" aspect. They are separating french and international albums and I think they are giving priority to french albums over international albums to begin, given the lack of balance between the two lists. It is not clear how the list is made but it seems that it is just the list of the albums who got good reviews at their release, like "recommended" albums or so.

Kyo - Le Chemin is one of the worst albums ever...

This is quite possibly the weirdest all time list I've ever seen.
