I know you said it's not eligible, but it's silly that Heimat and Berlin Alexanderplatz are eligible and Decalogue is not, so I'm listing it.

I'm just going by our own rules; Heimat and Berlin Alexanderplatz have both seen a theatrical release at one point but as far as I can find Dekalog never has.

Only "A short film about killing" and "A short film about love" have had a theatrical release, but in a longer reworked version
However, Sight and Sound and Empire, the film magazines, consider the Decalog to be a movie.
