That's the singer/songwriter list acclaimedmusic has, take out the English ones and you should have at least a dozen good ones.

If british is good enough for you, then you should check him out. He's got this incredible smooth voice, and writes unbelievably great songs. His album "Tales for Hard Men" (1997) is a great starting point, but most of his albums are great.
But don't take it from me, check out his ratings on rateyourmusic:
