Here is Newspaper Liberation Best Albums 1968-88. It was made by 20 french critics for the paper's 20th birthday.
It was the first list I ever knew, and as I said before, it just shaped my musical tastes and choices for the following years; and I think it's a good one, despite the fact that the time range is rather short (no pre-68 albums, so no Pet Sounds, no Blonde on Blonde, no Sgt Pepper's, no Doors, etc.; and no post-68, so no Nirvana, etc.)
You'll find the usual classics and a few oddities (like French singer Christophe : I'm still wondering who voted for that s....)

No 'Queen Is Dead'

It's the result of a vote
The more the voters are, the more the records on top are consensual.
That's probably why the Beatles hold the 2 first places.
As for the Smiths, don't forget that list was made in 1988. Maybe the voters didn't realize at that time the influence that an album like "Queen is dead" would on 90s music.
And more, this list was made by people chosen Libération, a newspaper created in 1968 during the big students' protests. These guys belong to a certain generation that we call in France the sixty-eighters : people who were more or less 20 at that time,often hippie, radical guys who wanted a revolution (like in the Beatles' song)but instead ended up at the head of various newspapers, tv channels, communication firms, etc...
They are in general very nostalgic of the 60's and 70's and don't always understand indie rock or pre-indie stuff like the Smiths, REM, the Replacements, etc..
