Front fender "dimples"

Some years ago I obtained some British-made pattern front fenders (mudguards) which looked and measured as appropriate for WDM20. Now that I am (finally) getting ready to use them, I discover that they don't have the "dimple" that would allow them to fit inside the girder fork. Does anyone have a way of making this indentation? I am referring to the indentations which make the fender narrower in order to allow it to fit inside the girders.

I made a simple press tool from two pieces of an oak bed frame...It was actually to do the same job on another model but worked very well. I used the tool and a 6" vice to do the job...Where are you based?....Ian
