Although clearly civilian spec, it is actually from War Office contract C7372 - 215 machines comprising 87xVH, 38xNH, 63xVG and 27xNG This one has the high pipes with a valanced front guard so perhaps the distinction was blurred.
Quite a lot of those "non-standard" types, if they couldn't be converted at first rebuild to War Office models, were moved on quite quickly to the Home Office, Fire Service etc. I can imagine that there were a fair number of survivors still in 1945, but how many have survived since then would be another question.
