M20 rear mudguard / backstay / chainstay clips - M80 & 24-7385

Hi
both clips here are shown as being secured by std cycle bolts, nuts and washers
however, there is a fibre washer - EB242 shown, quantity listed - as required
Can anyone shed light on where these should be used ?

Between the clip and the mudguard.
