I have one of those so called cheap oil filters. The one the one layer of A single of filter cloth around the perimeter. I had problems with it getting off center and floating up even with the spring cap in place.
The remedy was to solder a section of 10mm brass tube 1 mm wall thickness to the bottom piece. That is a perfect fit over the oil spout in the oil tank. I first had to remove the zinc plating and tin the steel. I tried both acid flux and rosen flux. Rosen seed to work better. Now the cheap oil filter can not tip over.
