An early 16H - 8" headlamp - early blackout - small rear carrier with high level toolbox ( I believe these were fitted both sides of the carrier, front and rear number plates but also fitted with a tank top Vokes air cleaner (assume the tank would have had its offside ear removed), and the offset speedo bracket.
My best guess is contract C9062 and 1941 manufacture.
It is unfortunate the census number is not legible. That would have clinched it.
C9062 is the only contract I know off with Vokes, cut off tank and pannier toolboxes.
(I assume this bike has the tank cut off and still to be as it left the factory.)
