Not an expert on Nortons,but I think this is a 16H,it has the distinctive type of Norton front mudguard,plus the side car on the left hand side
which would point to being a British bike.

It does look like a Norton mudguard. I wouldn't like to guess which model though..maybe pre-war civilian...Oddly, the fitment of a sidecar on the left was fairly much standard in Germany up until the mid 1930s....much like some French cars had right hand drive even though they drove on the right. There was an idea that the best place for the driver was on the kerb side.
