Not sure if this was discussed before here but I have a question regarding the purpose of the strip here.
Restoring a 1945 M20 so before I assemble the engine plates to the frame, I thought I can pay attention to this

That looks like the Pclip to hold the copper overflow pipe from the oil tank. It is connected to the tank with a short length of rubber hose and then this clip just stops it rattling around.
