looks like a DR cloth badge on the left sleeve.

Nice one Steve. It's one I haven't seen. He's fitted a standard Amal twist grip instead of the awkward internal pull twist grip. Ron

The serial number shows that it is from C7945 - 300 'D's, 150 'C's and 118 'G's delivered July 1940 - Were they all civilian spec from Redditch stock ? Did Civvy Ds have standard Amal controls ?

Indeed, contemporary pictures and the spare parts lists both confirm that the (militarised) civilian Model D and the WD/D all used the same AMAL "clean bars" setup. For those who do not know: this "clean bars" system was an AMAL marketing gimmick from the late 1930's, with the throttle cable running inside the handlebars...
