Voltage regulator fixing

Hello
Anybody knows how one should use all those nuts and washers? Are some of them rubber? Is the locknut 1/4 half nut?

There is a page of nuts, bolts & washers in the 1939 civilian spare parts list and the spares list gives a few other clues in brackets()as well.

Bolt M253 1/4" x 1 1/32"
Washer B751A '255"
Washer 27-8560 '255" (thin)
Nut M263 1/4"
Locknut EB102 1/4"
Washer 15-7383 (rubber)

So it goes from down to up: bolt, washer, mudguard, rubber washer, washer, regulator, washer, nut, locknut. Am I right?

I don't know, I assume the bolts should point upwards through the mudguard, that's how I have always fitted mine, but because I use longer bolts with a good sized rubber spacer the rounded profile of the mudguard always seems to splay the ends of the bolts out a bit to far and makes fitting the regulator difficult.

It could be that 4 of the (6) thin washers go each side of the (2)rubber washer?

But there are three nuts on each bolt and I'm not sure of the correct order below the regulator?
