There are an awful lot of civilian waterproofs covering over 100 years of motorcycling, unless it has a military marking or wartime date it may fall into this category? perhaps a picture would help.

I have not been successful with pictures on the forum at the moment but i can send pictures to you on request .

Iam Very certain they are military but with very unusual features , i did buy them to go with my m20
