My plunger model m20 has a strap, part number 67-6046 that slides over the axle and brake cam spindle on the rear wheel. Can anyone tell me what is the purpose of this.

I don't know anything about plunger M20's. But the purpose of that strap on other bikes is to support the brake cam and stop it flexing in the brake plate under heavy braking. A flexing brake cam on your bike can give you the equivalent of a spongy pedal in your car. Ron
