It may be a replacement frame from when the machine was rebuilt later in the war or afterwards?

Chris Wilkinson used to have some NOS front frames without numbers presumably for this eventuality.

Without removing the paint you can't really search for any evidence of old numbers which have been removed.

And the fact that the font is nice and old looking doesn't really prove anything either, letter stamps are still available.

There is no flat on the frame under the number which is usually a good giveaway that something has been removed.
Stampings are nice and even to say that it has been stamped with the frame flat on its side and not sat on its tyres.
Could it be a date stamp? i know 64 is late but they were still using these and rebuilding them in 64.

the frame without numbers is original but spare parts
Not grouped within the plant so that the entire motorcycle, but are sent to other countries and other governmental entities, even if they wanted to assemble a motorcycle last put serial numbers of them - this was happening in Egypt i think so
i have Some of them - new and original front and rear
