If you are talking about the bolts through the fork links then the procedure I've always used is to slacken the lock nuts and ensure the damper is completly slack and then to pinch up the long through bolts. This should lock up the suspension, test by pushing up and down on the handle bars, then slacken off the through bolts the minimum amount to regain movement, usually about half a turn. Test by tightening the bolts in turn to ensure they are not too slack. when you are happy with the setting tighten the locks without turning the bolts and adjust the damper.
The idea is to have the minimum free play without friction between the links and the forks/yokes to which end I have bronze washers in mine to take up wear and reduce friction.

The best thing to do is tighten them quite hard which will settle the links into the forks, slacken them a little , then back in again lightly and then slacken them about 1/2 a turn and nip up the lock nuts. There can be some issues with wear on the face of the links and the sides of the forks which is where common sense comes into play and basically you are aiming for just enough adjustment to let the links move but with no tightness or slackness. Before you do any adjustments you should completely slacken off the friction damper on the side.
