i am puzzled looking at a key card all the moyorcycles with some ZC numbers are in sequence even though they came from different unit did they wait till they had got all the bikes for disposal that month then wrote out the key cards

The Key Cards would have been prepared in 1948-49 at the point that the vehicles were transferred from the earlier census number system, not at the time of sale.

If a group of consecutive frame numbers are listed together then there is a good chance that they were all still with their original unit or perhaps more likely that they were late bikes which had not yet been issued ?
