What does "tally number" mean in the BSA ledgers

Firstly I'm not really sure.

Some early war M20s which didn't have matching numbers appear in two ledgers, one based on the engine number and the other on the frame number, the tally number helps to verify that they are the same bike, but I doubt that was BSAs intention, I suppose it could just be a running total for that years output?

The problem for me is that the BSA ledgers don't make any sense.
