Interesting picture...the bike nearest the camera doesn't appear to be fitted with a toolbox fastener...only the padlock fixing? The perforated straps holding everything to the carrier are also something I haven't noticed before.
Judging by the limp pouches and holster they were still waiting for weapons and ammo as well!!....Ian
