Get an explosives man in to open it with gelignite. If it goes wrong then you have the chance to say:

"You were only supposed to blow the bloody door off !"

I've always wanted the chance to say that !

I can't see if that is a deep WD box or the slim civilian one. It may be that you have the remains of a civilian lock there (WD had the 'economy' lock)

You can't do any damage by doing as Ron suggests and drilling the rivets out.

Have you tried using a flat blade and pushing inwards? it might just have a springy tang in there as a catch.
