Hi Meg, it seems that everyone goes to the Guppy log web site now, though I find it very confusing compared to this site...
Anyway, how old are the fry? when they are first born for about 2 weeks it is ok to keep them in the small tank because they save energy and do not have to move so much to find food. However, it would be best to move them to a 5 gallon with a sponge filter and some plants if not right into a 10 gallon (and only fill it half way for awhile) so that they have room to grow.
However, if you have more then 20 fry I would move them to the 5 gallon right away.
Good luck
