I wouldn't worry about the filter now that you have the net over the intake. A healthy fish shouldn't have a problem with the current. It sounds like a bacterial infection so I would go ahead and use the tetracycline. Keep a close eye on the rest of your fish. Often when a fish appears to have a thread attached to its body it's in fact a parasite known as a fluke. Flukes usually attach themselves to the body or gill area and not to the fins so this may just be a part of the fin that's deteriorating. If you see any threads attached to any other fish, go ahead and treat the tank for parasites.
